《北京青年报》报道说，针对很多中国人对赴美旅游怀有误解，以为这是“不可能的事”，李启明表达了美国欢迎中国游客的强烈意愿：“其实美国一直非常欢迎中国游客。” 李启明说，因为美国尚未成为中国公民旅游目的地国家，美国和中国的旅行社都不能进行广告宣传，但这并不等于中国公民到美国旅游不可能，其实美国驻华使领馆一直在受理及颁发旅游签证。“比如申请理由可以单纯是 华盛顿的某个博物馆参观，或者 加州的国家公园，但签证官会像受理其他签证一样与申请者面谈，看他(她)的旅游目的是否合理，经济能力是否能够承受到美国旅游，以及对工作、职位等情况进行综合评定。”
李启明透露，中美双方正在就签订ADS协议进行洽谈。他预计，该协议签署之后，中国公民赴美旅游签证数量会大大增长，“因为对于世界上很多国家 说，中国都是很大的客源国。”
谈及中美之间ADS协议迟迟不能签署的主要障碍何在时，李启明说，中国与其他国家签订ADS协议以后，申请人就可以不用面谈，以团签的方式申请签证。但这种做法与美国法律有悖，“美国法律规定，绝大部分申请者都必须到美国使领馆接受面谈。在世界各国都是这样，这并不针对中国公民。”他说，即使ADS协议签署之后，申请者也必须逐一面谈。
